It is very simple to adjust the output of your throttle position sensor. Follow the steps below:

1. Use a dremel, and notch a little groove in each rivet.

2. Take a flathead screwdriver and use the notches to loosen the screws a little bit.

3. You can rotate the tps a little bit each way and this will change the voltage.

To measure it you use a multimeter with probes. Use the middle wire and one of the outside ones, can't remember which one hehe. It should read .5v at "idle" and 4.5v at WOT. Once you find where it's right, just screw the rivets back in, or you can use new screws to replace them -- something like an allenhead bolt is nice because you don't need much room to use it back there.
